CITY OF SYLVANIA REGULAR COUNCIL MEETING MINUTES May 4, 2010, 6:00 P.M. PRESENT: Mayor Evans Council Members: Beasley, Dees, Mercer, Sheppard & Smith ABSENT: Council Member Cleland INVOCATION: The Mayor called the meeting to order and Mayor Pro Tem Dees led in prayer and the pledge of allegiance to the flag. APPROVAL OF AGENDA: A motion was made by Council Member Sheppard and seconded by Mayor Pro Tem Dees to add the following items to the agenda: - Increase DDA’s budget by $1,500 to cover cost of flowers in downtown - Repairs to Confederate Memorial by UDC All voted aye. UNFINISHED BUSINESS: MINUTES PREVIOUS MEETING: There was a general consensus to approve the April 20, 2010 council minutes as presented. All voted aye. 2nd READING – FLOOD DAMAGE PREVENTION ORDINANCE: A motion was made by Mayor Pro Tem Dees and seconded by Council Member Beasley to approve the second reading and adoption of an ordinance to provide for flood damage prevention within the City of Sylvania, to provide specific standards for the prevention of floods, to provide variance procedures and enforcement mechanisms and penalties for violations. All voted aye. NEW BUSINESS: DECLARE CITY PROPERTY SURPLUS: A motion was made by Council Member Mercer and seconded by Council Member Sheppard to approve the attached list (Attachment A) of City property as surplus. All voted aye. APPOINT 2010 GMA ANNUAL BUSINESS MEETING DELEGATES: A motion was made by Council Member Smith and seconded by Council Member Beasley to appoint Mayor Pro Tem Dees as the GMA voting delegate. All voted aye. A motion was made by Mayor Pro Tem Dees and seconded by Council Member Mercer to appoint Council Member Beasley to carry flag at GMA Convention. All voted aye. A motion was made by Council Member Sheppard and seconded by Council Member Mercer to provide 3 door prizes for the GMA convention at $50.00 each. All voted aye. CITY PLANNING RETREAT: A City planning retreat is scheduled for Saturday, May 8, 2010 from 8:30 to 4:00. No motion was made. INCREASE DDA’S BUDGET FOR DOWNTOWN FLOWERS: A motion was made by Council Member Sheppard and seconded by Mayor Pro Tem Dees to approve an increase of $1,500 to the Downtown Development Authority’s budget for downtown flowers. All voted aye. REPAIRS TO CONFEDERATE MEMORIAL: A motion was made by Council Member Sheppard and seconded by Council Member Beasley to allow the United Daughters of the Confederacy to refurbish the Confederacy Memorial at no cost to the City and contingent upon a statement added to the agreement releasing the City from any liability. All voted aye. ADJOURNMENT: A motion was made by Mayor Pro Tem Dees and seconded by Council Member Smith to adjourn at 6:25pm. All voted aye.
