City Management Department H. Carter Crawford City Manager Carter Crawford was the 1st ICMA Credentialed Manager in Georgia. He has over 29 years experience in Public Administration. He is a graduate of Georgia Southern College. He currently serves on the Georgia Municipal Association, Environment and Natural Resources Policy Committee and on the National League of Cities Energy, Environment and Natural Resources National Legislative Committee. Mr. Crawford is a member of the Municipal Gas Authority of Georgia Board of Directors. Peggy C. Sowell
